How do you install gable vents on stucco and stone on front of house.?

Gable vents are on my house plans, but the stucco and stone are finished on the front of my house. ( I think the builder forgot them).Shouldn't the gable vents be installed prior to the stucco and stone being applied to the house? Builder said the are only for decoration. I thought they helped vent the attic. We do have other ventilation for the house and attic.My builder said the serve no other purpose but decoration....I disagree. I wanted them to help vent the attic in addition to the other ventilation. Wouldnt this also help my electrical bill. I live in Texas where it is hot.

1. Yes you need them, no they are not for decoration. your contractor is a moron. first take pictures of your house then install the vents. just use a grinder and a saws-all to cut the holes. higher an inspector to make sure your builder did mess anything else up.
